Please provide a more concrete explanation, like a screenshot or a video. An almost haiku-like post is not enough.

i use palemoon-27.9.3SSE.linux-i686 on puppy linux
firefox above 50 has single click capability right vertical
scroll bar--- with one click you can jump
from up page to down page

Perhaps you're asking about the "jump to here" preference...?
(though it looks to be older than Firefox 50)
about:config -> ui.scrollToClick = 1
Rather than incrementing up and down, one click on the scrollbar would move you to the point on the page that corresponds to the point on the scrollbar that was clicked. (see Mz knowledge base article)

This setting has existed for years; it's definitely present in regular Pale Moon 27.*, at least for Windows (I can't check Linux). It sounds like the SSE releases for Linux don't have it.

You still shouldn't be using any 27.* version anymore, regardless if it might or might not have the pref.
