Yes, using an extension. There are several extensions out there that let you customize your shortcut keys.

I solved this by installing dorando keyconfig and adding a key with the code:
PlacesCommandHook.showPlacesOrganizer("UnfiledBookmarks");

Strangely enough, on Linux, the functionality is mapped on Ctrl+Shift+O, while Ctrl+Shift+B "does nothing". And it's vice-versa on Windows.

AFAIK this is a Mozilla-ism since I've experienced the same in the past when I ran Firefox 3.x on Ubuntu 8.04.x
