I've never done this -- so looking into this I find the following results (
note that the way you want to presumably create a URL file to open a webpage in PM is further down in my post pointed out in larger RED text) (assuming I'm understanding your goal correctly)

If I right-click on a webpage to get the right-click context menu I can do the following (you can skip this if you want because it is not want your asking about presumably -- but I'm just including this to show this works as well as far as opening websites in PM):
1) I get the "Save Page As..." option:
right-click context - Save Page As.png
2) Where I can save the webpage as such:
Save as type -- Web Page, complete.png
3) Which gives the the file as such:
saved as dot htm file.png
4) As a result I can click on this "HTM" file and open the webpage in PM.
But as I understand it, you want to open a webpage included in a "URL" file (not a "HTM" file)..... so.... perhaps this is what you are wanting to do below.
If I create the following: 1) In Notepad I enter the following two lines:
saved text in url file to open webpage in PM browser.png
of which for reference I got this info from the following linked website:
How to Create a URL File.
2) And Save this file as a "URL" file (using Save As) I get the following "File Properties" for the saved "URL" file:
Google shortcut saved as url file.png
3) And finally I find that this file will open the Google webpage in my PM browser.
Is this what you wanted to do?
