As I understand, with PM28.3 all links to Mozilla should be clipped off. Add-on-search indeed no longer shows items from addons.mozilla.org
But when I right-click in a text box, there is the point "Laguages/Add Dictionaries". It still leads to https://addons.mozilla.org/en-US/firefox/language-tools. That site shows a lot of language packs and dictionaries. All of them have the "Only with Firefox—Get Firefox Now" button. There is also no more possibility just to save the extension with "Save Link As...", because the target of the button is a html-file.
So how to get dictionaries für PaleMoon?

Re: Add Dictionaries still points to Mozilla
This issue is tracked in Issue #933 (UXP) and Issue #99 (Phoebus).
The intermediate solution is to install dictionaries from addons.thunderbird.net.

See Issue #933 (uxp) and Issue #99 (phoebus). Basically dictionaries will be provided by Pale Moon add-on site in the near future.
