I am not sure if this actually isn't a bug.
When I open the bookmarks page (organize bookmarks) and try to use the standard cut/paste functionality, upon r-clicking on a folder and selecting paste, the copied/cut bookmarks are placed in the current folder instead of the one you selected. I don't think it should work like that.

What PM version are you using? 28.2.1 had a bug that was fixed with 28.2.2. That said, cut/copy/paste works correctly for me. I can both paste within folders and by right clicking a folder icon and pasting.

Cut, copy, and paste of bookmarks works fine for me on my Windows 10 install.

It just doesn't paste into the folder I right click on. It does so in the "current" folder instead.
That is both with the bookmarks opened in their own window or just from within the menus.
edit: I have just tried in safe mode with same result.
