Is there anyway to change the language which browser provides the web to display?

I am using Chinese, but I am always watching English sites

There is intl.accept_languages pref that controls whats get send in the Accept-Language header. You could try to set it to something like zh,en.

If the site has only english content, setting the accepted languages string doesn't do much.
The latter case is common on sites with user-generated content (e.g. forums).

Preferences -> Content -> Languages section / Choose... (buttton) / "Select a language to add..." (pull-down menu)
The language you choose will also appear in the values for the setting noted above, intl.accept_languages, in about:aconfig.
