I have a PC with Pentium D 3.4 Ghz, 2 Gb RAM and Radeon HD 2600 XT card on my kitchen, and PM got really slower with 28.0 update. I could freely watch the Youtube video in 1080p before, but now it's totally stucking with 90% CPU load, 720p60 is unplayable with freezing at one frame, and 720p30 loads CPU to 60% (versus 25% before) and is choppy.
well Psycho-A you better not be running a 64bit version of Palemoon.
with that kind of config, a 32bit/x86 version of Palemoon would be okay. but that kind of CPU/RAM/graphics config is kinda weak for 64bit Palemoon. :)

My onboard ATI Radeon HD 3000 graphics (760G) chipset on some motherboards made in the 2010s can beat the Radeon HD 2600 XT graphics card anyday and I have not experience any problems with Palemoon 28.0.1 x64 edition; also have at least 4Gb of RAM and an AMD Phenom II X4 3.2 quad-core CPU (more cores, less jitter).

I would be very stupid if I'd ran 64-bit anything on such hardware. So that words are for nothing.
I made very fine tests on html5 video playback which all says that PM 28+ is at least twice slower in these operations.
Still, html5 overall performance is the same by test like this: http://www.smashcat.org/av/canvas_test/
