As a test, create a new, clean Profile & see if YT works there.

What are "other video"?

(YT would not be using Flash.)

Youtube is working very well for me on PM 28 on Windows 10 Home.
Like someone else suggested, try a new profile.

There is no 'reset Pale Moon' option when I go to help>troubleshooting information.
I created a new profile with the Pale Moon profile manager but video still won't play from Youtube.

EDIT: Hitting pause then play usually works, but the video won't start automatically.

Is media.autoplay.enabled under about:config set to true or false?

It did not get flipped by default - you (or an extension you used) must have set it that way.
