Just updated to v28.
Checked add-ons tab - No add-ons showing, they are not accessible either.
The status on the page shows "28 Total" "0 Enabled" "0 Disabled"
The same goes for the Themes and Plugins sections, except the "Total" bit reads 6 and 2 respectively.
Appreciate some guidance to rectify.

I don't see any counters for Total, Enabled, or Disabled in the add-ons manager on my end. Have you tried starting in Safe Mode or with a clean profile?

Having re-installed v2.7 and doing a process of elimination, I found the issue was with an add-on named "Add-ons Manager Fix 52.1.7".
Having disabled this add-on, re re-installed v 28 all is back as it should be,
