Will x64 users get the 7.0.1 update?

Yes, but it will take more time as I'm tackling multiple performance issues at once. Part of this involves rebuilding the compile environment for x64 on a new machine so it will take some time.
Since there are no other functional changes between pale Moon 7.0 and 7.0.1 x86, just the speed regression fix, there is no other pertinent need to bump the version number for x64 just yet.
