your navigator is not compatible and seem to be an old version... this is the message paypal give me when I try to use it
whats wrong ? I have the last portable PM version 27.9.2 X64
If I log in directly its ok but if I try to buy through a merchant this is the message I get

Try logging in to paypal.com in a separate tab first.
At least, this fixes the problem at store.steampowered.com

I don't remember the exact problem that ocurred..
Might have been something different than what you describe.
However, the Steam store is the only place I've encountered, where this type of workaround is necessary.
For me, PayPal has worked like expected at all other sites.

EDIT:
Come think of it, for all I know, the issue at the Steam store might just as well be related to filtering.
Never tried to shop there with my filters disabled, and I don't plan to either.

Try using native user agent mode: Preferences -> Advanced -> General -> Compatibility, and choose "Native" for "User Agent Mode".
OR
Just add a UA override just for paypal.com, search forum if not sure how to do this.

I can login just fine using Native UA, and usually do. Using latest Pale Moon on Linux.

My wife, using my tower desktop computer, just made a few purchases on eBay using PayPal and she had no problem with logging into and out of her PayPal account to complete her transactions. She manually types in her username and password for PayPal every time.

In my desktop tower computer, she was using 64 bit linux Pale Moon 27.9.2 runnning in 64 bit linux Mint 18.3 (Sylvia) Xfce. The user agent mode is "Firefox Compatibility".

I got an email from PayPal today with the title, "Update your web browsers by June 30 to continue accessing PayPal.com." The text of the email said, "The web browser you are currently using is not compliant with our security standards and will no longer be supported. Don't worry, upgrading won't take long."

I'm running Windows-7 Professional, 32-Bit, with Pale Moon 27.9.2.

I would bet "dollars to doughnuts" the link the OP got in his email was a phishing link to steal his PayPal private info.

Interesting, it tells me as well "You may need to update your browser: You will not be able to access your PayPal account using an outdated browser after June 30th." And yet, it says "Please visit our sandbox site from each of your browsers. If the page loads, you are already upgraded." And Pale Moon 27.9.0 loads it just fine. PayPal needs to work out what they're doing, haha.

I don't think it is a phishing link because I logged into my PayPal Account and found the same notice plus the "sandbox" link.

Forgot to say I also got the same email from PayPal.

My IE 11 and my Pale Moon 64bit 27.9.2 both passed the page loading test.

For the linked article...
Seems like the operative word is "may".
Generic message, same for every person, every browser.

I'm guessing that if you can load their sandbox site, problem solved right there.

From curiosity...
Those of you who have received emails: What are your paypal account notificaton settings?
Are any of these categories ticked? Developer updates?

I don't understand why your browser is failing. I visited the Sandbox site with PM 29 and did not get an error message... it is ok.

But I did find it strange that while mentioning the latest browsers they are only looking for "Mozilla Firefox 49 and above" and not 60 like some silly sites do.

My wife can get to the PayPal sandboxed site and then login with no problems using 64 bit linux Pale Moon (27.9.2). The user agent hasn't been changed either. Just using Firefox Compatibility.
