Absolutely no malfunction.
Sorry but this is ridiculous to point to a so-called bug which is not a bug.
Firefox can display the message and can also display the site, depending on its setting.
Of course, PM can also do it.

The website's certificate authority has issues. Their OCSP server is malfunctioning.
Add to that that the server uses OCSP stapling and the stapled OCSP response is also invalid, there's a problem to establish trust for the certificate.
Since the certificate's status can't be validated, the browser does not trust the security of the server and will refuse to connect.
Other browsers that connect regardless are not adhering to proper practices for establishing secure connections.
https is not just about encryption, it is also about authentication of the host.
As an aside, the host in question is also vulnerable to the POODLE attack over TLS -- that's serious.
