Reuters news site video repeatedly hangs at various stages of the video:

Looks like the same issue that I've reported here:

Toggling the fullscreen window will cause the issue to occur even more frequently.

The video played, but I had no sound with it. Is that normal for that one?

the video played for about three minutes and froze! same image as @Pale Moon Rising, reduction in the center of the page
a server problem...?
on the other hand the short video of the Reuters site works perfectly (1 to 2 minutes)

The default is with sound disabled -- it needs to be enabled by user.

So the URL that I posted actually continued to play and did not stall somewhere around 1½-3 minutes after it started?

Try playing the videos here:
http://store.steampowered.com/app/823700/
..then switch to fullscreen.
Playback will start to stutter like crazy!
It might be a different issue than the one in the OP, but it shows how switching to fullscreen mode (like I mentioned in my previous post) affects the bahaviour.

No apparent change with 27.9.0 unfortunately.
