Login page loads fine here. (PM 27.8, Win7 x86)
Edit: Also loads without trouble in PM 27.8.1.

You might check to see if you're blocking something with an ad/script/content blocker, or are not accepting cookies etc.

Seems ok from here but try 27.8.1 just in case.

The issue seems to be cookies. As soon as I allowed cookies, the page loaded.
