My Installed x32 bit Palemoon Browser has its profile held in
C:\Users\Alan\AppData\Roaming\Moonchild Productions
and
C:\Users\Alan\AppData\Local\Moonchild Productions
If the "Local" branch should be deleted, will Palemoon automatically regenerate without manual intervention and without me even noticing ?
I feel that daily backups of a 65 MB urlclassifier3.sqlite is a waste of time and external HDD backup storage space.
I will continue with frequent backups of the "Roaming" branch to avoid re-installing Add-ons should that branch become deleted.

The "local" folder tree will be recreated if deleted.
Be aware that you will have a lot more network traffic if you do this, because you will remove the disk cache in the process, as well as the safebrowsing database - the urlclassifier3.sqlite will be redownloaded when you use Pale Moon after removing it.
If you don't want the urlclassifier3 database, switch off safebrowsing.
