Try adding to your userChrome.css or theme.

It's possible that if we're on different operating systems, the navigator toolbox could have different background colors. To make sure you're using the right background color to match the toolbox, you can take a screenshot and use an image editor or use colorPicker or Eyedropper, and if it's not #E8E8E8, change it to the right color.
As for why the downloads button looks different than the others, I'm not sure.

Huh. Well, I'm afraid I don't know why that is; maybe the button colors are hard-coded for some reason. Could someone with more theming experience weigh in?
