Please provide some example links to videos where you have this problem.

And check that your media source settings look like this:

The video you linked works fine for me using Pale Moon 27.5.1 on Windows 7 (using same video settings in PM as posted above) :

What add-ons are you using?

You could try testing the website using Pale Moon in safe-mode (go to "Help">"Restart with Add-ons Disabled...", select "continue in Safe Mode" to test the YouTube page).

Would you please copy your information from Help -> Troubleshooting Information.
Click the button on the Troubleshooting page that's labelled "Copy text to clipboard", and post it here inside "hide" tags.

Also, do you use any userscripts or similar designed to affect YouTube?

And do you ordinarily use YouTube signed into a YT account? Or a Google account? If so, you might try signing out of those, clearing cache and YouTube cookies.

If the video plays the way you want in safe-mode (I'm presuming your language pack will not work in safe-mode perhaps but that's incidental to your problem) then I would suggest that you list the add-ons you are using because it would appear an add-on is causing the video to play differently than what you want.

You can type about:support in your address bar and scroll down to your extensions list and take a screen-shot of your extensions to post here if you like.

Your screenshot appears to show the resolution limited to 360p. Were you in safe mode when that screenshot was taken?
And did you clear cache and cookies before trying YouTube without your account?

Would you please actually copy your information from the Troubleshooting page to your clipboard. Click the button that says "Copier le texte dans le presse-papiers". Then paste the contents of your clipboard into your post inside "hide" tags (found in the BBcode buttons), since it will be kind of long. This information will be more complete and will include some of your changed settings, as well as the list of extensions.

Also please say whether you use any userscripts in connection with YouTube, since these wouldn't, to my knowledge, show up in your Troubleshooting information.

I have the same problem in Puppy Linux (so it is not OS-specific). SSE-only version. Settings are correct. Seamonkey works as expected (but uses too much memory). I would like 240p because 360p stresses the cpu too much. SMTube (with mplayer) works for some videos. I think it worked for me in XP. PM 27.4.

Your info shows some changed media preferences that don't exist in my own installation of Pale Moon.
These are the ones:

I don't know what the reason would be... (- our different operating systems? - some software/app you installed? - did you import your user profile from another browser?) Perhaps the problem is due to those Windows 10-related codecs.

But first, please test with a brand new, untouched profile to determine if these problems come from your PM user profile, or from something external.
Use the portable version of Pale Moon as a testing profile.

• Download a copy of portable Pale Moon 27.5.1.
• Extract a copy to a convenient location. (It will not affect your installed version, and when you are done with it, just delete it.)
• Don't change any settings at all, and don't install any add-ons.
• Go to YouTube and see if you are offered the higher resolutions.

If YouTube offers above 360p with the new profile, your problem is profile-related.

But if it does not, maybe it's related to something you installed, or something that Microsoft installed. It might help to take another look for the HEVC/MPEG2 media apps from Microsoft to uninstall them.

Since the problem persists with a fresh, new profile, it appears to be caused by something external to the browser.

A number of other Windows 10 users did recently report the same problem that you have, and solved it by removing certain W10 media extensions, so please give this another try.

I realize you looked at those forum threads, but maybe you missed something (especially since they are not in French).
In particular, this looked on point: 1, 2. And please look at the results of this search: HEVC MPEG2.
