The link you gave says:

And now the two links I gave allow the MP4 to be played and show MP4s as playable.
And I didn't do anything.
And the OP link and the other link I gave and the "animated GIF" (MP4) link I gave all work.
(sometimes I have to or it helps to have Ad Block Latitude turned off, which I had tried before)
Oh, well.
PM did crash and I think locked up and I had to quit it hard (Ctrl-Alt-Del), and I probably re-booted somewhere
in there (which I had also tried previously), so maybe that did something.
But the Facebook Notifications drop-down still isn't working.

Ah, looks like 'result'!!
what I would do though, is first use http://www.palemoon.org/backuptool.shtml or FEBE to save it all, then uninstall pale moon, and use CCleaner to remove any remnants left behind...
then do a fresh install, checking operation is still good..
I know facebook fiddles with their security encoding to catch any crooks, my work uses extra secure AV, that stops it getting though.. could be why..

So that is at least part of the problem.
This video won't play. Says HTML5 is not supported. But other YT videos play.

EDIT:
M$ installed HEVC (again?) on 1/8 and I only had a problem today. (certain YT videos)
I looked in Windows 10 Apps and Features, did a search for HEVC, found it this time (before I couldn't),
uninstalled it, rebooted, and now it works.

I searched for, found, and uninstalled HEVC, rebooted, and now I can view videos in Facebook and Twitter again.
