Yes. Other things (cookies, localstorage etc.) are removed on per site basis, but everything in the cache is thrown out.
This might be due to technical limitations arising out of the design/implementation of the browser from a long time ago. But that is just my assumption, only someone more familiar with the codebase can correctly explain this behaviour.
