For me (logged-in), link doesn't take me to the appropriate section. Works in private mode though.
For logged in case this works - app.php/rules#describe-links-gb

Off-topic:
The rules extension to the forum is a little iffy, required rules defined per language. If your language is en-GB then it won't work, and the other way around, because of unique tags required (it messed up the entire rules section before when I didn't use uniques)
