I am familiar with using the "image.high_quality_downscaling.min_factor" and "image.high_quality_upscaling.max_size" about:config settings to change how and when the high and low quality scaling algorithm are used, but it seems to only apply to images.
Simply put then, is there an equivalent of those two settings for video?

There is no "low/high quality scaling" for video. Not sure why you think this would be the case or even work for video.

Depending on your hardware, scaling video may even be completely off-loaded to your GPU
High-quality image scaling is something that is only really applicable to down-scaling from (very) large sizes. Normally, for video, you wouldn't be doing that, because it'd make no sense to waste the bandwidth for sending resolution in video that won't be displayed.

Well I wanted to try to use high-quality downscaling on my overclocked haswell desktop PC but then do low quality upscaling on a literally 10-year old laptop with Intel integrated graphics hooked up to a 1080p display.
