Is there an about:config setting where I can get rid of this?

I have search suggestions off, but the new PM update makes the search query drop down which is annoying.

That's not a search suggestion - those are clearly marked with "suggestions". It is a previous search you have performed.
To disable that, you have to disable "Search and form history" in the privacy preferences.
Of note, this will also disable form history on websites. There's currently no option to separate the two kinds.

Someone else brought this up a couple of months ago, at least sounds like the same issue.
Based on that post, try setting browser.search.showOneOffButtons to false

I already have that turned off. In fact I never even used it in all the years I used Firefox.

Looks like I need to create this Boolean? Because it doesn't exist.

It exists. I must have copied it wrong. Setting it to false works.
