CTRL T not working if active content in window

If a window is open with a video or some other kind of interactive user content CTRL T will not work to open a new tab.

Is this normal?

If a plugin like flash has focus, all keystrokes will be sent to the plugin - So yes, this is normal.
I know it gets annoying sometimes that the browser doesn't respond because of this, but it can't be changed - you'll just have to remove focus from the plugin (e.g. by clicking on an area of the page outside of it) before you can send keys to the browser again.

Is this normal behavior for all Firefox software? Or is it just Pale Moon?

This is normal for all Mozilla software, and probably any other browser out there as well.

e.g.: you load a Flash platform game. The flash game gets focus because you want to play it - it uses the arrow keys and the space bar to move around and jump. Those keys are normally for other functions in the browser for navigation (space to scroll down a page, for example) but the browser won't respond to those keys when you are playing the game.
