Right-click on the reload button and select "Customize".
You will now be in customization mode, allowing you to drag toolbar elements around. Click and drag the reload and stop buttons to be to the right of the address bar (in the order as shown in the screenshot so reload and stop will combine again) and then click "Done". This should collapse reload and stop, and slot it into the far right of the address bar.

Oh I'm glad someone else opened this issue up. Since time immemorial I keep having an issue with Pale Moon: whenever a change is performed - any kind of change, such as (un)installing an extension, or upgrading the browser itself - that modifies something in the setup/profile, the Reload button pops out of the URL bar and stays out. It takes two - yes, two! - subsequent toolbar edits (drag Reload and Stop inside the URL bar) and browser restarts in order to fix the issue. Admittedly such changes happen pretty rarely here, but the not knowing what's wrong is what's getting on my nerves.

Could it be the theme? I use Compact Moon 2.8.2 with complementary extension Compact Moon Options 2.3.2. (and I'd like to keep using it as this 1366x768 display doesn't provide much space to play around with all the GUI elements)

I realize the info is quite scarce and many other factors could be at play but at least a glimmer of an idea could help. Anyone else having the issue...? :?

Yes. Complete themes can interact in unexpected ways with customize, especially if based on much older Firefox themes. I don't have an answer as to what confuses the customization state off the bat, because it's a complex bit of XML machinery that makes this work. Likely, the theme needs to be updated to fix this quirk, but I have no immediate hints to offer.

Never had this problem, not even once. Using a Lightweight Theme (aka Persona).

Thank you both. So apparently the theme could be at fault. Not sure the author/maintainer (@Lootyhoof) is still around to at least attempt to fix it, and due to lack of knowledge wouldn't try to break fix it myself.
At some point in time I'll try see if it still happens with default theme or some other theme. It's a bit tedious all in all. Oh well, we'll see.

I am curious: what is wrong with the reload button being next to the forward button? Back, forward, and reload all do the same thing: they reload pages. It makes sense to have them next to each other.

Both are valid approaches to the same thing. It makes just as much sense to have reload and stop in the URL area (where it will also display a "go" arrow when typing to start navigation). So, both areas are logical places to group navigation buttons.

Simple: it takes space that could be used for something else. When inside the URL bar one single icon space is used in turn for Go, Stop, Reload. When outside it just occupies space. For those with 4k or whatever monitors it wouldn't matter either way, but for the less fortunate of us with small display resolution even an icon's area could prove valuable.

Want another reason? Ergonomics. Back/Forward buttons are by default to the far left of the screen, while the Go space in the URL bar is relatively to the center. Now I'm not sure how they are all placed in a RTL environment but logically the centered Go/Stop/Reload space is easier to reach from either side of the screen (considering scrollbars and general page navigation) than the far left (or right if applicable). Of course, it all depends on the toolbars' elements size and placement, such as search bar present or not, its width, number of extra buttons to its right as well as number of buttons to the left of the URL bar, and so on.

One could argue in the same vein why not have the taskbar (main panel, in Linux) glued to the bottom of the screen. Actually M$ seem to impose that setting on their users. Thankfully there are ways around it, and Linux allows users to place panels wherever they like. Not just because they can, but because there may be valid reasons for that. For example, ever since Win95 I used to have the taskbar autohidden - because of extremely low resolution (640x480 fixed) - and at the top due to using Total Commander which has its master command buttons at the very bottom, and trying to reach them could accidentally trigger something else from the taskbar. Even now after more than 25 years and running Linux I still keep the taskbar/panel autohidden and at the top - because I'm using Double Commander on an arguably low (1366x768) resolution.

So it all boils down to each individual's setup and preferences. The good thing is that it's customizable. The bad thing is that in certain conditions it breaks (but it's easily fixed). Hopefully we're not in an environment where the developer says "if that option is flaky (or seldom used) I'll take it out" - I hate that line of thought. It's why I quit Windows, and it's why I stopped "upgrading" my Linux.

Now rest my dear buttons...

Back and forward don't always reload pages. If you navigated to a URI fragment within a webpage and then went back, the browser will not reload the page.

IIRC one of the first deviations Pale Moon did from Firefox when 4.0 got released was to bring back the reload/stop button next to the back and forward buttons. And then funnily Mozilla eventually agreed and reverted it in Quantum / version 57...

As for the Go button - I got rid of that years ago. I saw no reason to clutter the address bar with a button that is not needed. The Return key on the keyboard does the same thing.

I only use the Stop button myself (which I could wish was a separate button I could press at anytime). The rest I just keep there to have the URL bar be "centered". I just use M4 & M5, as well as (Ctrl+)F5 instead of manually moving the mouse to press the buttons.

it's easy to do that. just put a sepearator in-between, or swap the order (stop before reload) and it won't combine. Note you can't press the stop button if there is no active load, though (it'll be disabled).

Thanks! Didn't know they separated like that.

You can also bring back the separate stop button by setting the value of the "Show" dropdown in the Customize Toolbar window to "Icons and Text". I use that to match the aesthetics of the Moonscape theme enabled in my browser ;)
