I used the installer, which fixed the freezing, but Flash still no longer works.

It's been a while. Is there anything I can do to fix this issue? Even when swf files do load, they fail to render.

I now believe that Palemoon no longer supports flash, so I'm going to find a new browser to use.

You definitely haven't checked ALL the swf on the internet. For the accuracy of the description of the problem, it would be necessary to indicate a specific swf for the example. You didn't bother to articulate the problem precisely, so no one bothered to take it seriously. Everything is logical...

I went to a random flash games site and had no trouble loading up a just as random flash game from their library and playing it with the Adobe flash plugin.

It still doesn't work. In fact, website that use Ruffle do not detect flash as installed. I tried a different version of flash and it didn't work. I tried Revo Uninstaller to uninstall Palemoon and reinstalled it, but that never made any dent.

EDIT: Before you say it, I got confirmation from my brother, who also uses Palemoon with flash, also having this issue. So, it's not a me issue.

That is, the problem is that the swf is processed not by a plugin installed in the browser, but by an emulator from a specific site. If you had provided a link from the very beginning, then the cause of the problem would have been discovered very quickly. We could explore the details...

No, it displays, but it ends up freezing after like 3 seconds. That's the thing I'm confused about.

Oh it very much supports the underlying NPAPI plugin technology that allows Flash, Shockwave and Java to run within the browser. Everyone here who needs Flash has been happily using the last working version of the official Flash plugin (version 32.0.0.371), not some half assed server side emulation that you seem to be referring to here.

It's not the problem with the browser. Check your add-ons manager, category "plugins" on the left. It should list the SWF plugin.
If websites decide to serve you an html transcription like Ruffle does, instead of sending you the .swf file, then that isn't the browser at fault but the website. html transcriptions are almost without fail slow or flat-out incomplete and/or broken because Adobe never open sourced Flash and it's all based on limited reverse engineering that was done.

When a site properly embeds the swf, you have the plugin installed and enabled (check the right 32/64 architecture, too. plugins must match the bitness of the application), and you have allowed the site to use the plugin (the browser will ask you to click to enable, by default) then it will absolutely use the swf plugin and play it.

EDIT: OH! and make sure you don't use a time-bombed Adobe plugin :P
