Picked up a surface pro and promptly installed pale moon and ran into this same issue on Windows 10. i downloaded the latest firefox and confirmed their fix works (and then promptly uninstalled it!) I can work around it by manually popping up the keyboard (as I've done for this post) but it'd be nice to have it pop-up automatically.

If anyone feels confident in implementing this and offering a patch/pull request, that would be very welcome
(main reason being that none of our main devs have a Windows 10 touch device... making this a PITA to develop/test)
