Rest assured you're not being ignored on purpose ;) - It's probably because people can't reproduce the issue you run into, themselves.

I did a quick check in Pale Moon 24.7.2 (I don't use NoScript, by the way) on my default setup (x86 on x64 Win 7, with AdBlock Plus (easylist but no privacy list) and my otherwise non-interfering add-ons) and Google Maps, also the link above, work A-OK and for 100%. Including zooming, panning, etc.
If NoScript is telling you it's not blocking anything then maybe noScript isn't aware it's blocking something after all, OR another add-on is interfering with Google Maps and Google Groups. Since they are all Google assets, perhaps it's something you should look into, specifically. Are you using any other blockers or privacy add-ons? Did you block anything in your firewall or hosts file that might be related?

There is no problem with the renderer or it would be reproducible on all systems.
Have you tried completely disabling NoScript? "It shows it's blocking a lot of third-party api stuff" -- Google assets may rely on this "stuff" to function.

I can't help you with Google Groups because I don't have an account.

But, I clicked on your link for Google Maps and everything in there works for me. I can zoom in, zoom out, the blue colored Learn More button works, I can click on any button for places on the left side of the page, change from Map to Satellite view, move the map up, down, left, right with the buttons above the slider for zoom and I can move the map around with my cursor by left clicking on my mouse button and then holding the mouse button down and move the map around. Works in Windows Pale Moon as well with linxu Pale Moon (24.7.2).

The only add-ons/extensions I use are NoSquint and Adblock Edge in both operating systems. The settings for Adblock Edge are the default settings too.
