- Install Decentraleyes addon from palemoon addons site
- Visit http://www.szynalski.com/tone-generator and PaleMoon just hangs up

If you're blocking specific content then it's very likely you are creating issues with site scripting that can lead to scripting pitfalls like endless recursive calls or endless loops. These kinds of issues can't easily be detected or trapped by the JS engine and will hang the browser until the unresponsive script watchdog can kick in (in some cases this also doesn't happen because the browser's JS engine is completely saturated).
This isn't anything that can be fixed on the browser side. You'll have to adjust your filters (or disable blockers for that particular site) to work around this.

Using Decentraleyes + those exact filters in uBlock Origin, doesn't cause any issues for me at that site.
The only thing that is blocked is adsbygoogle.js.
Could be a ABPrime-specific issue.

Szynalski's Online Tone Generator site works fine for me too.
Windows 7 (SP1), Pale Moon 28.3.1 (x64) with Decentraleyes and ABPrime. RuAdList+EasyList is not in the subscriptions in use. This is the subscription list in use:

Yeah, as I mentioned, it only hangs with RuAdList on.

Thanks for your advice! I just switched to uBlock Origin with the same subscriptions and no issues. And feels more responsive too. We'll see how it fares in the long run..
