Just posting a thank you to the Pale Moon team, since I didn't have time to report the bug (it was complicated, and I didn't have access to the correct tools at the time) before it was fixed!
Maybe this thread is in the wrong section? Move if so.
PM 28.3.0 introduced an issue with GitLab's Javascript-heavy embedded image technique. (A correctly-sized white rectangle showed where the image should be.) Waiting for PM 28.3.1 to be released ended up being the solution. I didn't see anything in the release notes that I could recognize as the solution, but it's all working well again now.

Most likely the issue is IntersectionObservers. All that should be fixed in the next major release.
