This is a known problem (32-bit Firefox can't mute Flash either); you should blame Adobe for it.

JustOff : I think, that this problem is that Flash player is not implement in a browser like HTML5 but it is plug-in? It's hard to tell flash player to mute from a browser well? Because Shockwave player I can't mute too.

The 32-bit Adobe Flash plugin doesn't properly respond to the browser's API call to mute. This is Adobe's error AFAICT.
