I was afraid you'd say that. That means it's something I've done, or some hard-to-find incompatibility. I'm running 28.0.1 x64 Win10 x64. Sorry, I forgot to mention the OS before.
are you using any language packs or extensions that manipulate bookmark control?
Not to my knowledge. I'm running "Australian English Dictionary 2017-03-01", and none of my extensions are about bookmarks. About half of my extensions are PM-specific and the other half are older Firefox extensions.
I am, however, using my own sync server. Nothing has changed there, so I didn't think about that being an issue (and it's still syncing individual links). I'm running the old Mozilla Sync app on my personal Nextcloud server, and it's been working flawlessly for years. I get the same folder creation issue on my desktop and laptop, and both setups are running the same extensions and theme.
