I downloaded the 28.0.0.1 64Bit installer from the U. S. Mirror, and successfully installed same with no complaints from Kaspersky.
Since it works, I'm guessing Kaspersky got a lot of complaints from Pale Moon users. Since Kaspersky is a paid AV, if Kaspersky wouldn't have fixed whatever the issue was, when it comes to renewal time for KAV subscribers, I imagine KAV would lose quite a few Pale Moon users.

In other words, hurting them in pocketook/wallet/purse will get their attention in the short and long run.
