I'm not using this particular feature myself, but someone just notified me that it doesn't work anymore in v28.0.0.
So, I gave it a try.. and sure enough, it just shows a spinning wheel in all of the thumbnails:

Off-topic:
Similarly, perhaps...

If you have Hovering set to display Tooltip, you get no Tooltip for the first Mozilla (in general, so not specific to PM) window.
All other windows display the Tooltip as expected.

(On could not use Win7 without 7+ Taskbar Tweaker.)

Yeah, doesn't work for me either when it used to earlier. Windows 10 x64 build 1803.

Confirmed on Win10 v1703: I'm seeing exactly the same spinning throbber on a white background for all tabs. I just updated to PM28 and use that feature quite a lot, so saw it immediately. At first I though it was a conflict with Tab Mix Plus, but disabling and restarting it made no difference. Interestingly, on my netbook which only shows a vertical list instead of thumbnails, it's working normally. So it looks as if it's the thumbnail images that won't load properly. It isn't a PC issue, because Firefox is fine.

Doesn't work for me either using 32 bit windows Pale Moon 28.0.0 running in either 64 bit Windows 7 (Home Premium SP1 or Ultimate SP1).

Speaking just for myself, this is the only bug I've found in this new version of Pale Moon when using 32 bit windows Pale Moon (28.0.0).

I just noticed that when I ran Pale Moon as administrator, PM's taskbar preview thumbnails were working again.

I only do that to install PM's updates. I'm running Windows 10 Version 1803 64-bit, PM 28.0.0.1, 64-bit.

Bug still present when running PM as a non-admin user.

Confirmed. Using the new 32 bit windows Pale Moon 28.0.0.1 running in 64 bit Windows 7 on my windows hard drives, the bug is still here with this new version as well in non admin user.

I'm not sure what part of "this is a rebuild without code changes" wasn't understood. Of course this issue is still there in the out-of-band .0.0.1 release that is just a rebuild with different optimizations.
