Palemoon 28 broke scrolling to change tabs

Windows 10 Pro
28 64 bit version
AMD Ryzen 2400g, Sapphire Nitro+ RX 580 8gb, 16 GB RAM

Using scroll wheel while mouse cursor is over tabs no longer change tabs.

I also have TabMix Plus installed. So I don't even remember if this was a standard feature before or if it was something added by Tabmix Plus. Figured I would report it anyway because I heavily rely on the function.

TMP issue, not a browser bug.
