To check issues with add-ons, I started Pale Moon 27.7.0 (Win64) once in Safe Mode, and also specifically with all add-ons disabled.

Since that, Pale Moon insists in English locale, despite having the German language pack installed and general.useragent.locale = 'de-DE'.

"Pale Moon Locale Switcher 3.0" also cannot find any other locale / language pack than "en-US".

Did you actually remember to restart back in normal mode?

Yes, several times. Many add-ons are active again, so it cannot be in Safe Mode anymore.

Another PC – no issue; so it seems to depend on this specific installation.

I deleted the Locale Switcher add-on and the language pack from my Pale Moon APPDATA profile. Reinstalled ... working again.

Try removing and re-installing the language pack.
