When selecting the OS pull-down menu, Pale Moon spits out error message, "ReferenceError: ga is not defined."

Works just fine here.
I went to https://www.asus.com/Motherboards/MAXIMUS-VIII-HERO/HelpDesk_Download/ as a random selection, used the drop-down, and it pulls up the results just fine.
Are you blocking "google analytics"? you may have a name collision there in your blocker. Try without noscript installed.

If you are using NS, allow (temporarily) googletagmanager

Works for me as well and I went all over that site pulling down every drop down menu I encountered. The problem has to be on the OP's side.

I have *something* in my hosts file blocking the action, this *something* could also be blocked by eg. Malwarebytes Pro, a browser blocklist, etc.
