Step 1. Open tabs until they start to decrease in size.
Step 2. Close tabs until there is space to double click the tab bar.
Step 3. Double click to open a new tab.
Step 4. If the bug was not reproduced, repeat steps 2 and 3, as it doesn't happen 100% of the time.
I am using Windows 8 with Pale Moon 27.6.2, with the Aeromoon theme.
EDIT: It only seems to happen if the personal toolbar is disabled.
I have to double click twice to open a new tab.
