Windows 7 doesn't like the Pale Moon installer, keeps claiming unknown publisher

I noticed that Windows 7 X64 SP1, for the X64 installer, downloaded from the EU link, claims "unknown publisher" despite seeing your name and date in the details, Windows 10 never has a problem, just a heads up. It wasn't a corrupted download. :/

I didn't hit that issue when installing 27.5.1 x64/x86 during testing, I guess my W7 is tweaked differently in that department. Heck, I can't even remember where that setting might be.

setup.exe is always "unknown publisher" because of the way the installer is created. This still has to be addressed.
