XUL.dll error : PM cannot load any web pages

Thats the error message in event viewer. PM gives no error messages at all. All tabs just display the loadaing circle infinitely and never load any pages. I do not have PM set to use proxies nor any security software blocking it. I have tried disabling all addons and restarting, but it doesnt help. Nobody in IRC appears to have any clue, and disabling ipv6 in about:config does nothing. My other browsers (firefox, IE) work fine. Upgrading to 27.1. from 27.0.3 didnt help either.

Can you tell me why xul.dll is giving this error?

Tried them, a new profile can load pages but is extremly slow in doing so, google.com takes several minutes to load while firefox/IE has no problems.
