I apologize if this is the wrong forum.
I'm running Windows PM 28.
Can I add a user.js to my profile?
I tried to do a search first on user.js but it would not accept my entire search argument.
The search returned 10776 useless 'hits' on user. It also said 'ignored: js'. Same on advanced search.

Yes, it works the same as before. There are extra steps needed to use it with a PM Portable install.

Thorin-Oakenpants created a privacy and security user.js for FF, in association with ghacks,
back around FF41. Does anyone know if it's compatible with and works as intended on PM28?
Is there a PM Forum discussion about user.js?

Parts of it are, maybe even most, but definitely not all. And they don't want to do a PM version. So, you have to pick what settings you use. They don't even recommend using the whole thing for Firefox users anyway; it was always meant as a guide for your to make your own choices.

As NotWorthKnowing already mentioned, those userscripts are a guide for advanced users. They are not meant to be copied word for word.
When modifying default settings the user should exactly understand what the new setting does.
The user will have to decide for himself what's more important to him - privacy, security or usability. You can't have the best possible settings for all of them at the same time. So it's up the user to make compromises.

Oakenpants releases those scripts periodically covering all versions of Firefox.
IMHO, the closest one to Pale Moon 28.x which you could try to play with, would be that for Firefox 52 (scroll down the page -> https://github.com/ghacksuserjs/ghacks- ... 54.0-alpha). You will have to check the availability of the preferences in Pale Moon by searching for them in about:config.
Hidden prefs will have to be created. However I'm not aware of a source which lists all hidden prefs present in Pale Moon. :(
