IMO->International Maritime Organization (imo.org)

No JS=You lose the scroll, but you can still highlight all of the text on the web page, LMAO.

Maybe you didn't have the right address for the website. The address below scrolls just fine for me using 64 bit linux Pale Moon 27.8.3 running in 64 bit linux Mint 18.3 (Sylvia) Xfce.

http://www.imo.org/en/Pages/Default.aspx
Linux Mint 21.3 (Virginia) Xfce w/ Linux Pale Moon, Linux Waterfox, Linux SeaLion, Linux Firefox
MX Linux 23.2 (Libretto) Xfce w/ Linux Pale Moon, Linux Waterfox, Linux SeaLion, Linux Firefox
Linux Debian 12.5 (Bookworm) Xfce w/ Linux Pale Moon, Linux Waterfox, Linux SeaLion, Linux Firefox

I'm not quite sure what you're saying.

Yes, the scrollbar does disappear if javascript is disabled. But when it's re-enabled, the scrollbar returns.

Do you lose the scrollbar when javascript is enabled?

If so, make sure that you're not blocking ajax.googleapis.com.

You can still scroll with the arrow keys.
