Maybe its my fault, but I cant find/see any archived language packs here: ftp://pmlocales@ftp.palemoon.org/

Can someone help me out whats the problem?

I'm afraid the 19.* language packs are no longer available on any of the storage media I have. They may have been lost, unless someone else has a backup copy.
