There is a slight server glitch at the moment for the download of language packs. You will have to save the .xpi first and then drag&drop or file->open it in Pale Moon to install - it won't automatically offer installation when clicked. This problem is being looked into.
I've very recently had servers switched to a different location, and this seems to be a server misconfiguration for the people at sity hosting to look at.

I've re-homed the language packs for now to a different server - this should fix the glitch.
