Quite simple: have a number of on-topic posts on the forum.
This forum is primarily for the Pale Moon web browser and the platform it builds upon. Topics in the "off-topic" board are not this forum's focus and should not become this forum's focus. Having people register accounts just to chime in on off-topic threads would bear the risk of having it end up being a free-for-all any-topic forum which is not why it was set up.
The reason that board exists in the first place is because established forum members wanted to have a space to discuss tangential topics that would come up in the main forum boards.

Did you know that moral outrage triggers the pleasure centers of the brain? It's unlikely you can actually get addicted to outrage, but there is plausible evidence that you can become strongly predisposed to it.
