Ok so I need a bit of help so that I can toy around with phpBB. I need to know if there is any way to have my own installation on my PC because I don't have a hosting service and can't afford one. Once I have some way to have my own installation I can toy with it and see if I can't get the +1 button on the forum.

You can install a local web server, like KeyFocus. This will allow you to run your pages locally on your own machine.
e.g. http://localhost will work then.
Next you will have to install MySQL server.
Then phpBB (by dropping it in your web documents folder of the web server) and configuring it to use the name you use to access your local pages. e.g. if you use "localhost", set up phpBB to use that as a "domain name"
