Why does PM forum not use Camellia-256 Cipher Suite anymore?

It reads it is using AES-256 instead.

It does, but it's not the top cipher anymore, because all (static) DHE suites have been disabled by default in Pale Moon, and RSA key exchange doesn't offer forward secrecy. As a result, the preferred cipher will be one of the AES ones.
If you want camellia, then you should enable the DHE+Camellia cipher suites in Pale Moon.
