Suggestion: Extension development section

PM Forum suggestion: Create a topic heading section for discussion of extensions under development or under consideration but not ready for public use. Separate from browser Development Discussion and from current Browser Extension general discussiion which is more for existing extensions, but at that same level (i.e., subforum).
