The GPG file at http://www.palemoon.org/pgp/palemoon-27 ... er.exe.sig / https://www.palemoon.org/pgp/palemoon-2 ... er.exe.sig doesn't exist.

See Current Version Distribution PGP Signatures = 404 for hints to obtain distribution PGP signatures when not yet pushed to web server's /PGP/ directory.
