I have been getting some error for the last few days when opening the page http://forum.palemoon.org/
when i open tHAT, I get a page with message like :
" its finally working. this means that the server is running but no content has been added.so you are getting this page"
is it just me or its happening for everyone?

Clear your DNS cache. The forum was moved to a new datacenter, and I think you're still being sent to the old server.
