When in doubt, ask a moderator or Moonchild.
As for me; since I have been a registered member on this this site for over 13 years and have helped other users, as time has went along, I had been placed in the Community Core group. But I had not asked to be placed in this group. It just came about that way.

Open groups can be joined by anyone.
Other groups are managed by mods or myself as to who becomes a member. requisites vary per group.
